He was converted in his fourteenth year under the labors of Gideon Ouseley, and was appointed to a circuit in 181. He prosecuted his labors with unwearied diligence for forty-six years, when he became a supernumerary. He died at Holywood, County Down, March 10, 1875. Mr. Ballard was genial, kind, tenderhearted; immovable in matters of principle, yet reluctant to wound the feelings of any. He ably defended Methodism when it was assailed. A sympathetic and faithfill pastor, Mr. Ballard was truly a pious man, and one who feared God above many.
