The whole phrase, lit., &#8220;from small to great,&#8221; is equivalent to the Eng. idiom &#8220;one and all.&#8221; It is used in the Sept., e.g., in <span class='bible'>1Sa 5:9<\/span>, &#8220;God smote the people of Gath from the least to the greatest,&#8221; (&#8220;both small and great&#8221;).
