The regulation was not a Mosaic enactment, but a rabbinical tradition, based upon an exposition of Exo 16:29, and a comparison of the width of the suburb of a Levitical city as enjoined in Num 35:4-5, and the distance between the ark and the people at the crossing of the Jordan, Jos 3:4.
