He enjoyed the advantages of a liberal academical training, and was for some time a student at William and Mary College. At an early age he was converted, and shortly after became fully persuaded of a divine call to the ministry; was licensed to preach, and was admitted into the Baltimore Conference in the spring of 1840. He labored successively on Berwick Circuit; in 1841 on Huntington Circuit; 1842, Northumberland; 1843, Lycoming; 1844, Lock Haven; 1845-46, Penn&#8217;s Valley; 1847, Northumberland; 1848-49, Warrior&#8217;s Mark; 1850-51, Huntingdon; 1852- 53, Lewistown Circuit; 1854-55, Newport; 1856, Mercersburg; 1857-58, Liberty, Maryland; 1859-60, East Baltimore Station; 1861-62, North Baltimore *Station; 1863-65, Altoona; 1866-67, Lewisburg; 1868, Carlisle; 1869, York. In the last-named place he died, December 18, 1869. Mills was a faithful pastor and an eloquent preacher. His sermons evinced deep research, were argumentative, and logically arranged, and enlivened with illustrative incidents.
