Consecrated coadjutor Archbishop  of Santa Fe in 1891 , he succeeded to the see in 1894 , being transferred to New Orleans in 1891 . Appointed Apostolic Delegate  to Cuba and Puerto Rico  and Envoy Extraordinary to the Philippine Islands, he helped to have inserted in the treaty of peace between the United States and Spain the clause confirming to the Catholic Church  the possession of the property she controlled under the Spanish government.
