This is before Christ returns in power as shown in verse 10. Justice is still requiring retribution against persecutors of the righteous. Therefore, the four horses represent counterfeit displays of God's attributes.

White Horse: White usually represents righteousness and power (Revelation 3:5, 19:11). However, in Revelation 6:2, white represents the misuse of power masquerading as holy. 2 Corinthians 11:14, "Satan disguises himself as an angel of light."

Red (fire-colored – G4450) Horse: “Another horse that was red: and power was given to him that sat thereon to take peace from the earth, and that they should kill one another: and there was given unto him a great sword,” Revelation 6:4. Here red is the opposite of justice – the unjust, un-Christlike persecuting spirit. The persecuting red dragon (Revelation 12: 3) is the only other use of this Greek word “fire-colored.”

Black Horse: “Lo a black horse; and he that sat on him had a pair of balances in his hand.” Revelation 6:5-6; While Love shows compassion, Un-love (black) is blind, indifferent, and extorts a high price for grain in a time of famine. The true black horses are a special comfort to God (Zechariah 6:6,8) and the adored one is black and comely (Songs of Solomon 1:5) .

Green Horse: “A green horse: and his name that sat on him was Death, and Hell followed with him,” Revelation 6:8.
