Shih

(a) Authority and power natural to the position of a ruler, especially the power of reward and punishment as in Han Fei Tzu (d. 233 B.C.). See fa chia. (Legalists).

(b) External force; tending force; circumstances, such as that which completes things after Tao engenders them and the Individual Principle (te) develops them. (Lao Tzu).

(c) Movement, tendency. — W.T.C.
