On the second day Nethaneel the son of Zuar, prince of Issachar, did offer:
18-83. On the second day Nethaneel .. . prince of Issachar, did offerThis tribe being stationed onthe right side of Judah, offered next through its representative;then Zebulun, which was on the left side; and so on in orderlysuccession, every tribe making the same kind of offering and in thesame amount, to show that, as each was under equal obligation, eachrendered an equal tribute. Although each offering made was the samein quantity as well as quality, a separate notice is given of each,as a separate day was appointed for the presentation, that equalhonor might be conferred on each, and none appear to be overlooked orslighted. And as the sacred books were frequently read in public,posterity, in each successive age, would feel a livelier interest inthe national worship, from the permanent recognition of the offeringsmade by the ancestors of the respective tribes. But while this wasdone in one respect, as subjects offering tribute to their king, itwas in another respect, a purely religious act. The vessels offeredwere for a sacrificial usethe animals brought were clean and fitfor sacrifice, both symbolically denoting, that while God was todwell among them as their Sovereign, they were a holy people, who bythis offering dedicated themselves to God.

Verses 18-23:
Nethaneel, prince of Issachar, brought his offering on the second day. The language describing it is precisely the same as the other eleven, with the single exception of one phrase in verse 19: “He offered for his offering,” instead of, “His offering was . . .”
Issachar was in the encampment group of which Judah was the head. He was the second in the line of march as Israel traveled, Nu 2:5.
