Unto evil, i.e. unto some peculiar and exemplary plague; he will make him a monument of his displeasure to the whole land.
According to all the curses of the covenant; he intimates that the covenant of grace, which God made with them, hath not only blessings belonging to it, as this foolish person imagined, but curses also to the transgressors of it.

And the Lord shall separate him unto evil out of all the tribes of Israel,…. Unto the evil of punishment, devote and consign him to it, and make him a visible and distinguished mark of his displeasure and vengeance. So some men are righteously separated from others, and preordained unto condemnation, being wicked and ungodly men; for such God has made or appointed for the day of evil; see
Pr 16:4;
according to all the curses of the covenant that are written in this book of the law; the evil of punishment he shall be separated unto shall be according to them, or include them all; the sense is, that the wrath of God, and the whole curse of the law due to him for his sin, shall come upon him; see De 28:16, &c.

Verses 21-29:
The text is Moses’ prophetic warning of what would later happen to Israel when the nation turned from Jehovah to the gods of their heathen neighbors. The Books of Kings and Chronicles give the history of such kings as Jeroboam I, Ahab, Manasseh, and others who sold out to idols, and led Israel to partake of their worship. The judgments of Assyrian and Babylonian captivity resulted in the devastation of the Land itself, as a dramatic testimony of God’s judgment upon their sins.
The greatest devastation of Israel’s Land came about following the Jews’ rejection of Jesus as Messiah. For centuries the Land was barren and desolate, mute witness of Divine Judgment poured out upon the rebellious nation.
Compare verse 23 with Gen 19:23-29.
“Secret things” refers to God’s eternal purpose of the ages. This is known only unto Himself. Some of His purpose He has chosen to reveal to man. But that portion of His purpose which He has not revealed belong to Himself, and man is to leave those things with him, cp. Mat 24:36.
God has chosen to reveal some portions of His eternal purpose, in His written Word. The reason: that men might learn and put into practice His law.

(21, 22) And the Lord shall separate him unto evil . . . so that the generation to come . . . shall say . . . of that land.It is not a little remarkable that the sin of one man is here represented as growing and spreading devastation over the whole land of Israelthe very thing which the man apparently regards as impossible in his inward reasonings, described in Deu. 29:19. Yet is not this the true anticipation of what actually occurred? Comp. 1Ki. 14:15-16 : The Lord shall root up Israel out of this good land, which He gave to their fathers . . . and He shall give Israel up because of the sins of Jeroboam, who did sin, and who made Israel to sin And what Jeroboam was to Israel, Manasseh was to Judah (Jer. 15:4): I will cause them to be removed into all kingdoms of the earth, because of Manasseh the son of Hezekiah, king of Judah, for that which he did in Jerusalem.

Ver. 21. The Lord shall separate him unto evil Such a presumptuous sinner may think to escape in a crowd, and flatter himself that the blessings promised to God’s people, among whom he lives, will be his portion; but he shall be singled out, and set apart, as a striking monument of God’s displeasure, according to all the curses of the covenant.
