And when the voice of the trumpet sounded long, and waxed louder and louder, Moses spoke, and God answered him by a voice.
19. and the voice of the trumpet waxed louder and louder: Moses kept speaking, and God kept answering him with a voice ] i.e. with thunder. Moses is of course below with the people. The tense of the two last verbs implies reiteration: the repeated thunderings were interpreted as God’s part in a dialogue with Moses. The sequel Isa 20:1.

Waxed louder and louder; Heb. went on, or increased and grew very strong, or vehement, or loud. This is opposed to the sounding long, Exo 19:13.
God answered him by a voice, i.e. by plain, distinct, and audible words, as Psa 81:7; Joh 12:29, so as the people also might hear, as appears from Exo 19:9. See Deu 5:24; 1Ki 19:12,13; Heb 12:19.

And when the voice of the trumpet sounded long,…. Not in one continued tone, as before, Ex 19:13, where a different word is used, and when it decreased, and was about to cease, which was to summon the people to attend; but now they were come to the foot of the mount, and this sounding was a preparation to the giving of the law unto them, and was not one continued even tone: but waxed louder and louder; or, “going, and exceeding strong”; or, “strengthening itself exceedingly” x; it went on to an high pitch, until it was exceeding vehement and strong, and so sonorous as scarce to be bore:
Moses spake; what he said is not here recorded; it is highly probable, as has been observed by some, that he uttered those words related of him in Heb 12:21 “I exceedingly fear and quake”: such an impression did this loud and strong voice of the trumpet make upon him:
and God answered him by a voice; a still and gentle one, in order to encourage and comfort him; and so the Targum of Jonathan paraphrases it,
“with a pleasant and audible voice, and with delightful words.”

Exo 19:19. Moses spake, and God answered him In Exo 19:9 the Lord tells Moses, that he would come in a thick cloud, that the people might hear him speak with him: accordingly, being descended in all his terrors, he replied to Moses, speaking to him with a voice, i.e. a human voice, with which he condescended to converse with Moses, that the people might hear the Lord speaking. What Moses spake upon this occasion; we are not informed in the Old Testament; but the author of the Epistle to the Hebrews, ch. Exo 12:21 tells us, that, upon this terrible sight, Moses said I exceedingly fear and quake; which are very likely to have been the words he now spoke: to which God answered by a voice, soft and gentle like the human; and calculated to dispel those fears which the alarming sound of the trumpet, the thunders and the lightnings had occasioned.

The apostle says, that Moses trembled also: Heb 12:21 . The best and holiest of men need the same salvation. How precious here again is the Lord Jesus, in his mediatorial character! 1Ti 2:5-6 .
