And thou shalt put them upon Aaron thy brother, and his sons with him; and shalt anoint them, and consecrate them, and sanctify them, that they may minister unto me in the priest’s office.
41. An anticipation of Exo 29:1 a, 5 9, not very exactly expressed; for the garments for Aaron and his ‘sons’ were not in all cases the same ( v. 40). The words, and shalt anoint them, are probably a later addition; for Exo 29:7, like Lev 8:12, speaks only of Aaron himself, and not his ‘sons’ also, as being anointed: see on Exo 30:30.

The Heb. is lit. fill their hand, a technical term for install or institute to a priestly office originally, perhaps, meaning to fill the priest’s hand with the first sacrifices (cf. Exo 29:24; and see Moore, Judges, p. 380) occurring also Jdg 17:5; Jdg 17:12, Exo 32:29 (fig.), Eze 43:26 (fig. of altar); Exo 29:9; Exo 29:29; Exo 29:33; Exo 29:35, Lev 8:33; Lev 16:32; Lev 21:10, Num 3:3 (all P); 2Ch 13:9; also (fig.) 1Ch 29:5, 2Ch 29:31. Cf. also Exo 29:22 ‘the ram of installation ’ (lit. of filling).

Consecrate them, Heb. fill their hand, i.e. present them to God with part of the sacrifice in their hands, as we find, Exo 29:24, by that rite putting them into their office.

And this putting on of their garments by Moses, under the authority of God, was a solemn investiture of them with the priestly office also; for from henceforward they had a right to exercise it, having those garments on, without which they were never to officiate:
and shall anoint them; with the anointing oil, of which afterwards a particular account is given, and how to be made, and for what use,
Ex 30:22, typical of the holy graces of the Spirit of God:
and consecrate them; the consecration of them was by investing them with their garments, and by anointing them with oil; for this phrase does not intend the whole of their consecration, only another branch of it, and may be literally rendered, “fill their hand” p; that is, with sacrifices to be offered up by them, see Ex 29:1
and sanctify them; by all this, set them apart, and devote them to the sacred office of priesthood:
that they may minister unto me in the priest’s office; by offering sacrifices for the people, burning incense, and doing other things relative to the office.

The Donning of the Priestly Garments ( Exo 28:41 ).
This donning is deliberately described before the description of the linen breeches. The latter were not to be seen as priestly garments, but as a necessity by what they achieved.
Exo 28:41
“And you shall put them on Aaron your brother, and on his sons with him, and you shall anoint them, and consecrate them (literally ‘fill their hand’), and sanctify them, that they may minister to me in the priest’s office.”
The uniqueness of Moses is again here brought out. He is the one who under God is to establish the priesthood. They receive their commission from him. He is to clothe Aaron and his sons in the apparel that has been described, and is then to set them apart for the priesthood by anointing, consecrating and sanctifying them. This will be described in more detail in Exo 28:29. But before then a small, but important, detail must be dealt with.

Exo 28:41.
