19. The subject here is Jehovah; the change of person resembles that in Isa 10:12. After Isa 22:18, the verse reads like an anti-climax, but it is added to prepare for

Shall he pull thee down – That is, God shall do it. The prophet here uses the third person instead of the first. Such a change of person is very common in the writings of the prophets (see Stuarts Heb. Gram. 563-565, sixth Ed.)

And I will drive thee from thy station,…. Or thou shalt be driven from it, according to my word; this is said by the prophet, and expresses his being degraded from his office by the king, according to the will of God:
and from thy state shall he pull thee down; either the king his master, or the Lord, who, by his providence, would so order it, that it should be: the phrases express indignation and force, and an entire removal of him from all offices in the king’s house or government; for it does not at all seem likely, what is commonly suggested, that he was removed from his office of treasurer, or steward of the king’s house, and put into a lower office, and made a scribe, as he is called,

19. And I will cast thee out. He says nothing new, but concludes the former prediction. Though in the next verse he will again mention Shebna, yet now he gives a brief summary of what has been already said. Shebna thought that he had a fixed abode in Jerusalem, so that, whatever might happen, he thought that he could not be driven or removed from it. But the Lord threatens that he will cast him out, and will banish him to a distant country. Thus, the Lord frequently overturns the thoughts of the wicked, (Psa 33:10,) who, relying on their cunning and dexterity, toss about public affairs according to their own pleasure. The change of person shews that the Prophet speaks sometimes in his own name, and sometimes in the name of God.

(19) I will drive thee . . . shall he pull thee down.The change of person has led some interpreters to refer the latter clause to Hezekiah. Such changes, however, are common enough in Hebrew prophetic speech (e.g., Isa. 10:12; Isa. 42:13-14), and Jehovah is the subject of both clauses.

And I must drive thee from thy station. ] This was done in part when, as of a great master of the court, chancellor, lord marshal, or lord high treasurer – for so many ways the word Sochem Isa 22:15 is rendered – he was made scribe or secretary, Isa 36:3 which was a far inferior place, but much more when all that befell him that is threatened, Isa 22:17-18 as it did, no doubt.
