Who came with Zerubbabel, Jeshua, Nehemiah, Azariah, Raamiah, Nahamani, Mordecai, Bilshan, Mispereth, Bigvai, Nehum, Baanah. The number, [I say], of the men of the people of Israel [was this];
7. Azariah ] = Seraiah in Ezra.
Raamiah ] = Reelaiah in Ezra.
Nahamani ] Not in Ezra.
Mispereth ] = Mizpar in Ezra.
Nehum ] = Rehum in Ezra.
I say, was this] R.V. omits.

Verse 7. Who came with Zerubbabel] The register which he found was that of the persons only who came long before Zerubbabel, Ezra, and Joshua the son of Josedek, which register could not answer in every respect to the state of the people then. Several persons and families were no doubt dead, and others had arrived since. Nehemiah probably altered it only in such parts, leaving the body of it as it was before; and this will account for the difference between it and the register that is found in Ezra, Ezr 2:1-58.

The Number Of The Men Of Israel ( Neh 7:7-38 ).
Neh 7:7
‘The number of the men of the people of Israel,
This proud claim demonstrates that the returnees saw themselves as the foundation of the new Israel. They were the true Israelites, in contrast with the syncretists who had remained in the land, although any in the land who could demonstrate that the were genuine exclusive Yahwists were welcomed among their number (Ezr 6:21).
These are divided up between those who are enrolled by family association (Neh 7:8-24, and those who are enrolled in terms of their cities (Neh 7:25-38).

Neh 7:26 Nehemiah’s list combines the two cities with one number, 188, while Ezr 2:21-22 has 123 plus 56 which equals 179; 1Es 5:17-18 has 123 plus 55 equaling 178.
Neh 7:28 Beth-azmaveth In Ezr 2:24 this is replaced simply by Azmareth. Beth was a common addition to city names (house of, cf. Neh 7:26). The NET Bible (p. 732) has the family of Azmaveth, which is probably the sense intended.
Neh 7:29 Kiriath-jearim In Ezr 2:25 this is spelled Kiriath-arim; in 1Es 5:19 it is Kariathiarius.
Neh 7:32 Ai This is the city mentioned in Joshua 7-8.
123 In Ezr 2:28 the number is 223.
Neh 7:33 the men of the other Nebo 52 The other is left out in Ezr 2:29. In Ezr 2:30 sons of Magbish appears, but is left out in Nehemiah.
Neh 7:37 721 Ezr 2:33 has the number 725. Also the men of Jericho in Ezr 2:34 is left out of Nehemiah.
Neh 7:38 3,930 In Ezr 2:35 the number is 3,630.

came with Zerubbabel. That was in 426 B.C. The covenant and separation did not take place till 404 B.C. twenty-two years later (Neh 10, where Zerubbabel is not mentioned, probably because then dead).
the People of Israel. Another proof that Israel is not exclusively used of the ten tribes. See verses: Neh 7:61, Neh 7:73, Neh 7:47; and note on 1Ki 12:17. The names are repeated from Ezr 2. See note on Neh 7:66.
