Exegetical and Hermeneutical Commentary of Numbers 26:64
But among these there was not a man of them whom Moses and Aaron the priest numbered, when they numbered the children of Israel in the wilderness of Sinai.
It appears from Deu 2:14-15 that the generation numbered at the former census had perished before the host crossed the brook Zered.

64. among these there was not a man. . . numbered . . . in the wilderness of SinaiThe statementin this verse must not be considered absolute. For, besides Caleb andJoshua, there were alive at this time Eleazar and Ithamar, and in allprobability a considerable number of Levites, who had noparticipation in the popular defections in the wilderness. The tribeof Levi, having neither sent a spy into Canaan, nor being included inthe enumeration at Sinai, must be regarded as not coming within therange of the fatal sentence; and therefore it would exhibit aspectacle not to be witnessed in the other tribes of many in theirranks above sixty years of age.

But among these there was not a man of them whom Moses and Aaron the priest numbered….. About thirty eight years before this time: this, as Aben Ezra observes, respects the numbering of the Israelites, not of the Levites; for there were some of the tribe of Levi numbered then who were living, as Eleazar, and very probably Ithamar, and perhaps some few more, though it may be Eleazar, being now a numberer, was not reckoned among the numbered:
when they numbered the children of Israel in the wilderness of Sinai; see Nu 1:1 for as there were none of the tribe of Levi among the spies, there might be but few of them among the murmurers.

(64) But among these . . . Thus the prediction contained in Num. 14:29-32 was fulfilled. The fact that the fulfilment of this prediction is stated after Num. 26:62, which contains the result of the census as regards the Levites, viewed in connection with the statement contained in Num. 26:65, might seem to favour the inference that the sentence of exclusion was applicable to the tribe of Levi as well as to the other tribes. On the other hand, the second clause of Num. 26:62 may be alleged in support of the opposite view. (See Num. 14:29, and Note.)
When they numbered . . . Or, who numbered, as in Num. 26:63.
